Max P. Bacerra

is the President and Founder of Pacificus IV Company. Mr. Bacerra provides leadership and overall direction in all key phases of the company’s operations. Mr. Bacerra oversees all policy, administrative, operations and project activities for the corporation, as well as other related companies under the MPB Group of Companies. Mr. Bacerra is involved with the site selection, purchase and lease negotiations, project feasibility, and tenant mix for each of the identified development projects and assignments being undertaken by the Pacificus IV Company or it's other related development or planning entities.

History

Mr. Bacerra continues to work with his resource network at the various public sector levels, as well as his diverse contacts in the private sector business industry to better understand and facilitate the movement of each development project. Mr. Bacerra maintains relationships with a variety of national retail tenants, as well as their respective commercial brokers. He also promotes new and continued relationships with national and commercial tenants and capital investment entities. With over 40 years of experience in the planning and development field and the support of a vast resource pool, Mr. Bacerra has chosen to apply his expertise towards creating high quality project developments that are responsive to the needs of their respective communities.

Max Bacerra’s primary responsibilities will be directed toward the site selection, site/ master planning, tenant lease negotiations, project feasibility, local governmental relations, and tenant mix assignments for projects undertaken by Pacificus IV Company. He has professionally been employed in the municipal services, policy planning, land planning and development services field since the establishment of his land use planning consulting firm in 1980. Mr. Bacerra continues to work with his resource network at the various public sector levels, as well as his diverse contacts in the private sector business industry to better understand and facilitate the movement of each development project.

Mr. Bacerra maintains relationships with a variety of national retail tenants, as well as their respective commercial brokers. Max Bacerra is academically educated in the field of City and Regional Planning and has served professionally as a Community Development Director, Planning Director, Economic Development Manager, and Redevelopment Consultant for municipalities in California and Arizona for 40 years in addition to his development activities. In his public service life, Max Bacerra has recently retired as Chairman of the Board for the Housing Authority of the County of Kern (HACK) after guiding the activities of this public housing agency for 30 years.

As Owner/Principal of Max P. Bacerra & Associates, Planning Consultants, Mr. Bacerra oversaw and directed one of the most established and recognized policy planning and land use consulting firms in the southern San Joaquin Valley. He has served in management and supervisory positions overseeing and managing a multitude of projects for local governments as well as the private sector. He has served in the capacity of Planning Director, Community Development Director, Economic Development Manager, Redevelopment Consultant, and Contract planner for several agencies in his contracted agreements.

Community Service

In terms of his public service involvement, Max Bacerra served as Chairman of the Board for the Housing Authority of the County of Kern (HACK). The Housing Authority of the County of Kern maintains and operates more than 1500 public housing units and almost 7,500 Section 8 voucher/certificates through- out Kern County. HACK has over 185 employees, an annual operating budget of $48 million, and a construction budget of $40 million. In addition to housing opportunities for the lower income population through traditional programs, HACK has steadily developed independent senior living housing projects, after foster-care projects, transitional housing, HIV-Special Needs facilities, modern farmworker housing developments, as well as a new 40,000 square feet Central Office Building for the Agency. Mr. Bacerra has served in his capacity as Chairman and Chief Official for the past 30 years. Max Bacerra also is involved in several community-based organizations and foundations in Delano, Ca and in Kern County.
